"Is It Scary" was composed in 1994 during the creation of Jackson's 1995 album HIStory: Past, Present and Future, Book I, but did not appear on that record. The track subsequently surfaced on Jackson's 1997 remix compilation Blood on the Dance Floor: HIStory in the Mix. The song was written and produced collaboratively by Jackson alongside Jimmy Jam and Terry Lewis.
